Implementation Plan

 

3 main components are outlined for the implementation of PhIS & CPS at facilities:

 

1. Infrastructure readiness

2. Data master readiness

3. User readiness

 

 

1. Infrastructure Readiness

 

Overview

Implementation of PhIS requires that the facility is ready in terms of infrastructure. It required that all facility must be in certain baseline in order to implement the system such as sufficient power supply and sufficient Internet bandwidth. Availability of infrastructure dictates the type of implementation type for the facility such as Pharmacy-Based or inventory only.

 

Min requirement:

1) Sufficient Power supply - based on the power requirement of all the total hardware

2) Internet bandwidth - 512 kbps for Health Clinics and 2 Mbps for Hospitals

3) Several activities were carried out at the facility itself namely to assessed infrastructure readiness

 

Site survey

Each facility involved was visited by the project team to assessed the facility readiness in terms of network and hardware requirements in order to make this project a success. Location of placement of hardware was pinpointed in line with functions of the system and its module. Location visited and recorded during the site survey are:

 

1) Main store

2) Outpatient pharmacy

3) Inpatient pharmacy

4) Server Room

5) Other pharmacy units: TPN, TDM, manufacturing, DIS etc.

6) Acute and emergency unit

 

The outcome of the report was presented to the facility during the Mesyuarat Pelaksanaan Zon to get a consensual agreement with the user on the allocation of hardware given by the project.

The site survey also proposed the type of PhIS CPS Implementation that would roll out. The types are dependent on status and type of the facility:

 

i-   Hospital 

ii-  Pusat Kesihatan / Pejabat Kesihatan Daerah / Pejabat Kesihatan Bahagian / Pejabat Kesihatan Kawasan

iii-  Cawangan Logistik Farmasi Negeri (Sabah & Sarawak)

iv-  Health Clinic

2. Data Master Readiness

 

Overview

The project requires that the ministry has a standard base for data that will be used in the system.

 

Master Data

PhIS Master data was created and compiled to ensure that all data received and uploaded are standard data that will be used nationwide. Data compilation activities were carried out regarding:

1) Data Dictionary Sektor Awam, DDSA

2) National Health Data Dictionary, NHDD

3) National Formulary, Ministry of Health 

4) Pusat Informatik Kesihatan

 

 

3. User Readiness

 

Overview

Implementation of a system requires that the potential and identified users are given the appropriate awareness and training to prepare them for the actual Go-Live activities.

 

User readiness activities were carried out to all states such as:

1) Change Management

2) Training

3) Business continuity plan, backup procedure, and helpdesk support workshop
